IMPLEMENTASI BIMBINGAN PERKAWINAN BAGI KELUARGA MILENIAL PERSPEKTIF MASLAHAH MURSALAH (STUDI KASUS DI KUA MAESAN KECAMATAN MAESAN KABUPATEN BOSNDOWOSO)

Abstract

Abstrac. This research aims to determine the implementation of marriage guidance at the Office of Religious Affairs (KUA) of Maesan District, as well as to analyze it from the perspective of maslahah mursalah and its impact on the resilience of millennial families. The research employed a descriptive qualitative method with a case study approach through observation, interviews, and documentation involving the head of KUA, marriage registrars, religious counselors, and married couples who had participated in the marriage guidance program. The findings indicate that the implementation of marriage guidance at KUA Maesan is conducted routinely, systematically, and is mandatory for all prospective brides and grooms in accordance with the guidelines of the Directorate General of Islamic Community Guidance Regulation No. 172 of 2022. The materials provided include effective communication, conflict resolution, family financial management, reproductive health, and spiritual development, delivered through lectures, group discussions, and interactive question-and-answer sessions. Most participants perceive the program as highly beneficial because it enhances their mental, emotional, and spiritual readiness for family life, while also instilling values of patience, responsibility, and harmony. From the perspective of maslahah mursalah, this program falls under the category of maslahah tahsiniyah, as although it is not explicitly mentioned in the Qur’an or Hadith, it brings real benefits to the community and aligns with the objectives of Islamic law (maqāṣid al-syarī‘ah) in preserving religion, intellect, lineage, and family harmony. Thus, the implementation of marriage guidance at KUA Maesan serves not only as an administrative requirement but also as an Islamic policy innovation that strengthens the resilience of millennial families and contributes to realizing harmonious families characterized by sakinah, mawaddah, and rahmah.
